Fayetteville operates under a progressive Mayoral-Council form of government. The Mayor has a statutory duty to oversee the enforcement of city policies, ordinances, administrative rules, and state laws, as well as direct city offices and employees to discharge their duties. The Office of the Mayor must create a balance of city services, recognizing the changing needs of the community and the desires of the citizens while maintaining financial stability. The Mayor is elected during the presidential election for a four year term and can serve an unlimited number of terms.

The City Council is the legislative and policy-making body of the Fayetteville City government. The Fayetteville City Council sets policy by passing ordinances and resolutions and determines the city budget. The City Council is made up of eight council members and the Mayor. Fayetteville is divided into four wards with two council members elected to each ward by city voters. Council members are directly responsible to interests of the citizens in their wards. In even-numbered years general municipal elections take place on the first Tuesday after the first Monday in November. Council members have staggered terms of office that last four years and they may serve an unlimited number of terms
